Isaias Badgley: Someone has to pay for operation, and it's not fair to make those who don't use it at all pay for the entire thing. Everyone benefits from it (30 people on a bus takes up less space on the road than 30 individual cars, so there's less traffic congestion), but it isn't fair to make those who don't use it pay the for the entire operating costs.
Toya Braskett: Of course they are. They are all public and available for use by anyone who can pay the fare

They are owned and operated by private companies.Local buses and the DC Metro are public transportation BUT the funding provided by the local (and Federal) government is limited and the balance of the costs of operating the services have to be made up from the fares charged.
